Subject: Modifies existing law to extend the income tax withholding requirement to payments made to a private entity or person pursuant to a contract for goods or services. Specifies the withholding rate. Provides an exemption from the requirement for a specified amount of payment in a calendar year. Allows the Franchise Tax Board to have access to information filed with the Employment Development Department. Requires the department to create forms for reporting an remitting payments made pursuant to such contract.
